Dr. Leifheit uses LAPD, LA City, and LA City Council voting records to grade how LA City Councilmembers approach homelessness in their districts. Using GIS to map out the different “enforcement” actions, like 41.18 and CARE+, the article shows the varying approaches to address homelessness across the different LA City Council districts. Dr. Leifheit contrasts some districts’ reliance on enforcement with those who take more proactive, legislative approaches to housing policy.
