In 2017, Black people accounted for 40% of the population experiencing homelessness in LA County, despite representing only 9% of the general population. In response to rising concerns about this ongoing and troubling trend, the Los Angeles Homeless Services Authority (LAHSA) established the Ad Hoc Committee on Black People Experiencing Homelessness. This report provides a summary of the Committee’s findings and recommendations to advance equity and eliminate the racial disparities that impact Black people experiencing homelessness.
