When Congress passed the American Rescue Plan Act of 2021, it created new opportunities for people experiencing homelessness to access long-term housing subsidies through the Emergency Housing Voucher program.
A new research brief from the Alliance’s Homelessness Research Institute explores the progress and challenges that Continuums of Care and Public Housing Authorities have faced in putting these vouchers to use, and the strategies that are currently in play to overcome setbacks. Their experiences could inform the efforts of other communities while having implications for current and future policy.
